Here is how I do it.  Works perfectly.

iptables -t mangle -A MYSHAPER-OUT -p tcp --sport 50000:51000 -j MARK 
--set-mark 26
iptables -t mangle -A MYSHAPER-OUT -p tcp -m length --length :64 -j MARK
