Suggestion (not tested):

config IP_DCCP_CCID2
        tristate "blah"
        select DCCP
        help
          Foo
config IP_DCCP_CCID3
        tristate "blah"
        select DCCP
        help
          Foo
config DCCP
        bool "blah"
        depends on IP_DCCP_CCID2 || IP_DCCP_CCID3
        help
          Foo
