Daniel made a really helpful suggestion on #iptables to solve my problem:

iptables -N CENTAPKT; iptables -A INPUT -m random --average 1 -j 
CENTAPKT; iptables -A CENTAPKT -m random --average 1 -j DROP

yey, 0.01% packet loss :)
