Yes, it's normal. Depending on the situation and tests you'll be
allocating about 90% - 99% of the actual link capacity to tc. 100% will
generally never work good as link queues start filling up and you don't
want this. You (tc) should be the bottleneck of the link thus you can
say what and how much goes where.
