/etc/asound.conf for instance, or ~/.asoundrc
Like this:
---
pcm.swmix {
    type dmix
    ipc_key 1111
    slave.pcm "hw:0,0"
    slave.periods 3
    slave.period_size 4096
}
---

Also change the "default" to use it,
like this:
---
pcm.!default {
    type plug
    slave.pcm "swmix"
}
---
(that's also where "rate" gets into play -
"plug" may use it)
