I've tried from US, UK and South America (a friend ran it for me from Brazil) and they are all pretty fast. Page load is in average of less than 2 seconds. The command Sunil suggested (wget -r -l1 http://oss.oracle.com/projects/ocfs2/) takes less than 15 seconds, but it downloads every single reference that is not usually loaded when you open a page (68 files). My guess is that the problem is somewhere in your ISP. Maybe if you try to traceroute to oss it may show where it is slowing down.
