netfilter: ip6table_mangle: don't reroute in LOCAL_IN
Rerouting should only happen in LOCAL_OUT, in INPUT its useless
since the packet has already chosen its final destination.
Noticed by Alexey Dobriyan <adobriyan@gmail.com>.
