It should be possible.
A BDI2000 configuration file flash section looks
something like this:

BUSWIDTH 16 ;The width of the flash memory bus in bits

FILE u-boot-1.3.1.bin
FORMAT BIN 0xfe000000
ERASE 0xfe000000 ;erase sector 0 (128kB sectors)
ERASE 0xfe020000 ;erase sector 1
Make sure to comment out WORKSPACE, and the BDI should
be able to program the board flash without needing DDR
configured.
