Way back in changeset: 6322:173b918160e2 we have:
description: Rename vm-top to xentop. Make "xm top" invoke xentop.
Make libxenstat a static library, and do not install it.

Was there a particular reason for not having a corresponding dynamic
version of libxenstat and not installing it?
