Remove unused XFS_FREE_EOF_NOLOCK and make XFS_FREE_EOF_LOCK default.
XFS_FREE_EOF_NOLOCK is never used, so remove it, make
XFS_FREE_EOF_LOCK the only behavior, and remove the
flags parameters.
