That doesn't include any of the ioemu or dom0 kernel changes that are
present in XCI. Also the changes required to actually load the BIOS (as
mentioned by Akio Takebe) are missing.

My main question is, why are those fundamental features being developed
in XCI (with its completely different build environment) and not in
parallel to core Xen?

@Keir, now that 3.4 is released couldn't you start a 3.5 branch where
experimental stuff can be merged? A lot of people have been asking for
VGA passthrough but those hurdles make it really hard for interested
folks to give it a try and deliver feedback...
