I believe we can hold a General Assembly before OEDEM. (The following 
should be verified by someone who can read the statutes natively)

I believe we can announce the General Assembly and organize it somewhere 
easy for several of the founding members. In the announcement, we 
propose two items, internet voting, and adding members. Then members 
that cannot attend in person can provide proxies.

If this works, then we can get moving on organization issues, without 
waiting for OEDEM
