The comment is a bit misleading, CS2 is L2 switch. Also, are you sure
the CS2 range shouldn't look like
      
0x2 0x0 0x0 0xffb00000 0x00020000

That's what L2switch reg property suggests.

Partitions should be declared as

       partition@0 {
