I have interesting fault.
  aclocal -I m4     works
but
  autoreconf -I m4
  aclocal: couldn't open directory `m4': No such file or directory
  autoreconf: aclocal failed with exit status: 1

Which versions do you use?
autoconf - 2.65
automake - 1.11
m4 - 1.4.13
