I think this is cause by checkmodule/checkpolicy
being compiled by flex version 2.35*
(still haven't found the bug for this), for a
a workaround downgrade to flex  v2.5.4a
compile checkmodule/chekpolicy, then you should
be able to compile the policy without a syntex error.
