I'd assumed that this was the same as the update-alternatives used in Debian, but looking in the relevant recipes directory I now appreciate that this probably isn't the case. It looks like the "dpkg" version is perl rather than shell and I assume it doesn't have the same problem because perl isn't managed though the alternatives system. I suspect there may be only one provider of perl...
