Yeah, how about:

	int tries = 10;
	...
again:
	...
	if (inet_is_reserved_local_port(next_port)) {
		if (tries--)
			goto again;
		else
			return -EBUSY;
	}

?

Sorry, doesn't 'continue' jump to exactly where 'next_nolock' is??
