gnulib has a mix of various licenses.  People are usually not too picky 
about relicensing GPLv3 stuff to GPLv2+ and LGPLv3 stuff to either 
LGPLv2+, or dual GPLv2/LGPLv3.

However, using gnulib may require autoconfiscation of qemu.
