FYI, with Git 1.7.3.2, all tests passed for me.

In particular:

$ prove t9101-git-svn-props.sh t9143-git-svn-gc.sh
t9101-git-svn-props....ok

t9143-git-svn-gc.......ok

All tests successful.
Files=2, Tests=37, 11 wallclock secs ( 4.51 cusr +  2.45 csys =  6.96 CPU)

$ ../git --version
git version 1.7.3.2.145.g7ebee

I'm running Ubuntu 9.10, btw.
