It looks this problem starts from kernel version 2.6.38. Version
2.6.37.6 is good; 2.6.38rc1 and all following versions have this bug.
Still on 2.6.39rc4, if we rollback sched_rc.c to 2.6.37.6, the bugs
disappear.
