This breaks all packages in subdirectories, such as
package/multimedia/ffmpeg, for which $(4) == "package/multimedia".

This can be fixed as:

+else ifeq ($(firstword $(subst /, ,$(4))),package)

or, even more simply:

-else ifeq ($(4),package)
+else
