Hi,
I have encountered the problem with the missing gl_GLIBC21 too.
This is what solved the problem for me:
bitbake -c clean gettext-native
bitbake gettext-native
Afterwards the string "GLIBC21" appears in
sysroots/x86_64-linux/usr/share/aclocal/glibc21.m4 and
sysroots/x86_64-linux/usr/share/aclocal/intl.m4
