Your question is rather vague... I'm interpreting it as: Can QEMU
emulate an IBM Power Architecture based system? Yes, it can:
qemu-system-ppc64 -M pseries
And if the documentation doesn't say so, please provide a patch.
The instruction emulation can be found in the target-ppc/ subfolder.
