Sorry, was not precise.  It depends on the level, and not completely distributed.
But I think it is O(N), and the total number of costs will not change so much,
I guess.

Sorry, was not precise.  It depends on the level, and not completely distributed.
But I think it is O(N), and the total number of costs will not change so much,
I guess.
