Hello,

I've noticed that a freshly autogened checkout of bzr will not test for limits.h and consequently doesn't compile with HAVE_LIMITS_H.  This was removed in bzr r2566.  HAVE_LIMITS_H is still used in util/getroot.c and grub-core/kern/emu-misc.c.

This patch restores that functionality:
