Based on reading Jude's original reply, I'm almost certain that "1989" was a typo and should read "1999". (USB was not even an idea in 1989, let alone a BIOS feature. The original message went on to comment, "Many unethical computer vendors were installing usb equipment before July 1999....") Beyond that ... this should be sufficient to let the kernel's USB support work.
