It is unrelated to virtio-blk.  is_allocated is only used internally
(qemu-img convert and online streaming).  In the future it may be
accessible to SCSI devices via the GET LBA STATUS command.

It is part of improving support.  I hope to get that in 1.2, but
honestly it's not too likely.
