Subject: build error pandaboard on master

I'm on master branch trying to build core-image-minimal for the machine 
"pandaboard". Besides the basics, I put in a license statement for 
cloud9 into local.conf.

My bblayer.conf is as follows:

# LAYER_CONF_VERSION is increased each time build/conf/bblayers.conf
# changes incompatibly
LCONF_VERSION = "5"

BBPATH = "${TOPDIR}"
BBFILES ?= ""

The error I'm getting is:

ERROR: ParseError at 
/home/jim/meta-ti/recipes-misc/payload/bonescript.bb:5: Could not 
inherit file classes/systemd.bbclass
