ocfs2_alloc_dinode_update_counts() and ocfs2_block_group_set_bits()
are already provided in suballoc.c. So, the same functions in
move_extents.c are not needed any more.
Declare the functions in suballoc.h and remove redundant functions
in move_extents.c.
