How you reproduce it? I use below two methods, both works.
And my net-next head is at: abfce3ef58b6a6c95de389f9d20047a05b10e484, pretty new.

Method 1:
ip link add vxlan0 type vxlan id 42 group ff0e::110
ip link set vxlan0 up
ip link set vxlan0 down

Method 2:
ip link add vxlan0 type vxlan id 42 group ff0e::110
ip link set vxlan0 up
ip link delete vxlan0
