Currently we only ship /lib/udev/rules.d/62-multipath.rules with
device-mapper-multipath-0.4.9-56.

Gentoo was using 65-multipath.rules and we formerly used 40-multipath.rules.

So, basically dracut tries to find any of them to be backwards compatible and
cross distro.
