Open Embedded does not define a specific build rule file for the entire filesystem, but what you're looking for is probably in an image recipe or packagegroup recipe.

Take a look at the files in meta-fsl-demos/recipes-fsl/images and meta-fsl-demos/recipes-fsl/packagegroups.
