Can you just replace $(CONFIG_REALLY_VIRTFS) with

$(call land, $(call land, $(CONFIG_VIRTIO),
                           $(CONFIG_VIRTFS)),
                           $(CONFIG_PCI))

in hw/Makefile.objs, and remove it from Makefile.objs?
