Subject: [PATCH v2] staging: keucr: smilmain.c: cosmetic updates

* Move Check_D_MediaFmt() implementation up in smilmain.c to keep all the 
  non-static functions at the top of the file;
* Remove unnecessary extern and newlines from "init.h";
