Does your system have /sys/class/backlight/intel_backlight? Does it work
if you manually change the brightness file like this:
# cd /sys/class/backlight/intel_backlight
# cat max_brightness
xxxxx
# echo xxx > brightness
# echo xxx > brightness
...
