This adds the tool, but it's up-to the individual libraries/makefiles to make
use of it.

All you need is:
 - append $(VISIBILITY_CFLAGS) to libdrm_freedreno_CFLAGS
 - prefix each exported function definition with DRM_PUBLIC
 - ***
 - profit :P
