No, gnupg 2.x.x always need it;
1. the below is from README of gnupg
You also need the Pinentry package for most function of GnuPG; however
it is not a build requirement. Pinentry is available at
ftp://ftp.gnupg.org/gcrypt/pinentry/ .
2. we can find the report from rpmfind
