Hmmm, maybe simply do this?

-    inst_simple "$moddir/dhclient.conf" "/etc/dhclient.conf"
+    inst_simple -H -o "/etc/dhclient.conf"
+    cat "$moddir/dhclient.conf" >> "${initdir}/etc/dhclient.conf"
