Yes, that is exactly the reason. Look for instance how is done in
LinuxFromScratch:

http://www.linuxfromscratch.org/blfs/view/svn/lxde/libfm-extra.html

They build libfm-extra first, then menu-cache and then libfm. I did
exactly the same.
