What makes you say that most boards use 1.3 V ? All the fex files
in sunxi-boards/sys_config/a10s/ either do not specify DCDC4, or
use 1200, which is lower then what we set already.

Also please Cc patches for upstream u-boot to the upstream
u-boot list.
