Well, my version did not produce microcode.bin. Based on:
...
processor : 7
vendor_id : GenuineIntel
cpu family : 6
model : 42
model name : Intel(R) Xeon(R) CPU E31265L @ 2.40GHz
stepping : 7
...
and grub2 (Not sure for ucode=scan):
1) intel-microcode2ucode microcode.dat
2a) cp intel-ucode/06-2a-07 /boot/microcode.bin
or
2b) cat intel-ucode/* >/boot/microcode.bin
3) Make sure "ucode=-1" is in GRUB_CMDLINE_XEN
4) /sbin/grub2-mkconfig -o /boot/grub2/grub.cfg
And you see microcode loaded on the serial console.
