Hi,
here you can find the schedules of the development cycle of Ubuntu 15.10:

Especially important is the Feature Freeze (at Aug 20, 2015). All what
adds new features has to be done before. After that date only bug fixes
are permitted.
Release is on Oct 22, 2015.
I hope CUPS 2.1 will make it into 15.10.
