This "issue" is due to stale udev rules from previous installations. A
clean install or a update from a packaged Xen from a distro should work
fine. We could consider installing an empty udev rules file to replace
the previous one, but IMHO this is kind of crappy.

Then Konrad was also seeing timeout errors from hotplug scripts
execution, and we are still looking into the cause of this.
