I think so. The FreeBSD community didn't have such a typed review
process before. Some reviews where done in private emails between the
affected parties, some reviews where done in public mailing lists, and
some reviews where done post-commit in the changelog mailing lists.
Switching to Phabricator there also had the nice effect of having a
single place where reviews are done, and developers can do pre-commit
reviews more easily. This is not an issue for Xen, since reviews are
always done pre-commit.
