grep -GHrn SIOCRTMSG

SIOCRTMSG is only used in:
* net/ipv4/af_inet.c
* include/uapi/linux/sockios.h

inet_ioctl calls ip_rt_ioctl.

ip_rt_ioctl only handles SIOCADDRT and SIOCDELRT and returns -EINVAL
otherwise.
