There is no option in hcitool when Peripheral wants to
initiate Connection Parameter Update Request, hence
added provision to be able to send LL_CONNECTION_PARAM_REQ
using hcitool.

Required for PTS TC - GAP/CONN/CPUP/BV-02-C
