mktemp(3) is insecure and POSIX.1-2008 no longer specifies it.  Stop
using it.

  wrapper: add git_mkdtemp()
  compat: use git_mkdtemp()
  compat: remove mingw_mktemp()
  banned.h: ban mktemp(3)
