Just a matter of taste, but maybe easier to write it like this:

         resgrp->fr = CLP_RSP_QPCIG_MASK_RTR;
         if (cap->flags & VFIO_DEVICE_INFO_ZPCI_FLAG_REFRESH) {
             resgrp->fr |= CLP_RSP_QPCIG_MASK_REFRESH;
         }
