Is an URI the appropriate representation here?  It's not how we specify
such addresses elsewhere in QAPI/QMP...

What does "EOC" mean?

Could this be named NETDEV_STREAM_DISCONNECTED, for symmetry with
NETDEV_STREAM_CONNECTED?
