Thanks after doing "bitbake core-image-sato -c cl= eansstate"
followed by  "bitbake core-image-sato" was able to get the image.
During the core-image-sato with no IMA= GE_INSTALL_append =3D  I did see a few warnings that I have not seen b= efore (see below).
